Building Materials Guidelines (89/106/EEC)

The introduction of the Building Materials Guidelines 89/106/EEC by the European
Commission classified Steel Safety Barrier Assemblies into the highest category.

The decision by the EU Commission to create an open market in Europe led to the
harmonisation of Test Criteria and also applied to the product group Vehicle Restrain
Systems (VRS).

The CEN was given the responsibility to implement the requirements and it
established the European Norm EN 1317 - Vehicle Restrain Systems for Roadways.

Conformity Procedure (EN 1317-1/5)

Companies who comply with this Norm receive the CE Mark and can seil their
products in the harmonised European Union.

To implement this. a European Norm with the title Vehicle Restrain Systems on
Roadways was drawn up. in which impact test requirements to evaluate
performance were established. lt is valid for all types of products used for Vehicle
Restrain Systems and determines the minimum quality requirements.
After its introduction. it was given the status of a European harmonised Norm (DIN
EN 1317) and became mandatory for all EU-States.

The test criteria in the Norm are performance tests. They are used for approving
systems throughout Europe. These Approval Tests guarantee the same test
requirements for all systems and thereby make it possible for the user to compare the
performance of different systems.

Due to the magnitude of possible applications. the Approval Tests (ITT - Initial Type
Tests) have to be limited to a small number of typical situations.

Note: lt is not possible to evaluate systems for all possible situations.
Currently six Parts of the Norm have been published:

Testing Assemblies (ITT- initial Type Test)

In future. Performance Classifications will replace specific product and/or system descriptions in national guidelines i.e. different characteristics of the system such as containment capability. working width and impact forces are tested.


Every EU Member State can select Performance Classifications from the available spectrum in order to provide relevant performance capabilities for safety barrier assemblies in specific locations.


This is not a disguise for the introduction of a European Safety Barrier System but merely the harmonisation of national requirements which have. to-date. very different application conditions for various systems. The Norm EN 1317-2 specifically states how impact tests an safety barrier assemblies should be conducted and what requirements and tolerances apply. lt is therefore a harmonisation of test requirements for impact tests for all of Europe.


Note: Computer simulations to prove conformity are not permitted. The Containment Levels must be determined by actual impact tests.

In fact. two different tests have to be conducted to confirm a Containment Level.


One test with a high impact force i.e. a truck or bus as test vehicle.

should determine the maximum containment capability of the system as well as the lateral displacement (diagonal displacement and deformation).


A second test should be undertaken with a passenger vehicle. This test is to show that the system is also capable of containing and re-directing smaller vehicles without unduly affecting the passengers.

Factory Production Control (FPC)

PASSCO has committed itself to quality assurance through internal and external
production control according to RAL-RG 620. RAL-RG 620 (Judicial Committee for Delivery Terms and Quality Assurance of the Trade Association Steel Safety Barriers) This industrial standard serves to ensure capability and quality according to
recognised internal and external test criteria.

Tests are differentiated between:

  • - Initial Type Test
  • - Self-assessment Tests
  • - Control Tests
  • - Additional Control Tests
  • - Arbitration Assessments

These industrial standards also cover new and future developments as well as
individual solutions an roadways according to the Best practice Principal.

Manufacturers Declaration of Conformity (MDC)

Galvanising guarantees corrosion protection of steel safety barriers for 20 years.

Practical experience confirms the following analysis of the estimated durability of

steel safety barriers.


Zinc Degradation Analysis

The Research Institute for Steel Safety Barriers conducted a ten-year national test

program to establish zinc degradation on steel safety barriers. During 1975 to 1985. a

large number of selected sites were checked annually and documented.

Measurements were supervised by local authorities and the locations were selected

by considering all possible factors. In particular. different road types. medians.

verges. rural locations. industrial zones and proximity to the sea were considered.

The conclusions derived at after ten years of research were that the annual

degradation is between 3.4 mp and 4.6 mp and the average is 4 mp. lt therefore has

a negligible effect on the ecosystem and human health.

Furthermore. the ten years research showed that neither atmospheric changes nor

traffic volumes affect the rate at which zinc coatings on steel safety barriers corrode.


5.2) Traceability and Markings

All documented parts are marked with the PASSCO manufacturers mark (square

stamping 10x1Omm).

Conformity and Quality Management

The PASSCO definition of quality is the Compliance with Requirements and

Steel safety barriers are a safety construction and the user of steel safety barrier
constructions must be able to rely an their conformity to requirements.
Customer satisfaction and Quality Management has a long tradition in PASSCO
and a Quality Assurance System according to ISO 9001 was set-up in 1991. shortly
after the Norm was introduced. and certified by Lloyds Register.

The Quality Management System (QMS) is described in the Quality Management
Manual (QMH) and extended to include Process. Work and Test Criteria.
All of the relevant quality tasks are the responsibility of the manufacturer as per EN
1317 and described in the QM Manual.

The Manufacturing Control requirements for the producer in the plant are planned.
activated. checked and documented.


Due to PASSCO international activities. various specifications were approved.
